As a mom to two girls, Buffy understands that keeping kids safe is crucial to every parent. Digital addiction is real, and there must be more safeguards. Kids should be learning and playing, not scrolling.&nbsp;&nbsp;As Assemblywoman, Buffy took on Big Tech companies to implement age restrictions and an age verification processes to keep children safe online. Buffy collaborated with Meta, Google, and children's advocacy organizations to craft landmark legislation, the Digital Age Assurance Act, AB 1043.This bill gives parents a key tool to make sure their children are accessing appropriate content while protecting the privacy of our families.

Buffy took on Big Tech in an effort to protect our kids on social media. As any parent knows, digital device addiction is very real - and dangerous. Kids should be learning and playing, not scrolling.&nbsp;

Protecting Kids Online

Gun violence is personal to Buffy. This issue has tragically impacted so many families in our East Bay and is deeply intertwined with income inequality, education inequity, food insecurity, and the urgent need for corporate and government accountability. Buffy is dedicated to tackling the root causes behind gun violence on every front.In her first term as Assemblywoman, Buffy secured $30 million - the largest investment in California history - in funding for the California Violence Intervention Program (CalVIP). She authored AB 1603, which allowed CalVIP to maximize its resources by granting key funding to the most impacted communities. Because of this bill, the people hit hardest by gun violence are now getting the help they need sooner.

Buffy has fought tirelessly in Sacramento to combat gun violence. No child should have to live in a world where gun safety drills are part of their educational experience.

Gun Violence

Buffy's career is centered on the belief that when people come together around their common interests, there isn’t anything they can’t accomplish. As an organizer, Buffy stood with organized labor to demand fair wages and healthcare for Wal-Mart employees. As Deputy Director of the White House Office of Public Engagement in the Obama Administration, she negotiated with stakeholders and advocates to pass the Affordable Care Act — standing up for millions of consumers and holding the health insurance industry accountable.&nbsp;Buffy arrived in Sacramento ready to fight for people who have the deck stacked against them — she dove in headfirst, and in her first month began taking on Amazon, the world’s largest corporation. Buffy introduced legislation to close corporate loopholes and demanded clarity, fairness, and accountability.In 2020, Buffy targeted the debt settlement industry to prevent unfair, deceptive practices that hurt Californians — stopping bad-faith financial actors and protecting consumers.

Buffy has taken on exploitative corporations, the debt settlement industry, and bad-faith financial actors to protect everyday people and close corporate loopholes.

Buffy is incredibly proud to serve in a state that has been so outspoken in its commitment to protecting immigrant communities. In office, Buffy has upheld California’s status as a sanctuary state and its values of diversity, inclusion, and opportunity. We must ensure immigrants from all corners of the globe feel safe to build their lives here.As Assemblywoman, Buffy will:Expand Civil Rights for our Immigrant Communities Buffy will protect the civil liberties and rights of every Californian, especially those who are being unjustly targeted due to their race or ethnicity. We must foster an environment where immigrants feel safe and are not afraid to go to work, attend school, or report crimes to our law enforcement.Ramp up our Response to Hate CrimesBuffy will work to facilitate better tracking of hate crimes and increase prosecution and consequences for perpetrators. Buffy will direct funding to equip the Attorney General’s office with the resources they need to continue the fight against Trump’s hateful administration. She will push to increase resources to support the number of counselors and social workers in our schools to help student victims.Protect Immigrant WorkersAs the Trump administration and ICE continue attacking our neighbors in unjustified raids and deportations, Buffy is dedicated to protecting the rights of our documented and undocumented immigrant workers. Immigrants are critical to our state's success.Buffy will fight back on wage theft, exploitation, and substandard working conditions. All workers deserve justice and bargaining power, and immigrants are no exception.Ensure Health Care for all Californians, Regardless of Residency StatusCalifornia is home to more immigrants than any other state, nearly 2 million of whom are uninsured. Donald Trump has threatened the ability of immigrants to access Medi-Cal and social programs. He aims to instill fear and prevent our neighbors from holding basic human rights. Buffy will continue her work in the legislature to ensure that all Californians, regardless of residency status, have access to the health care they deserve.Ensure Quality Educational Opportunities for our Immigrant StudentsBuffy believes schools should be safe havens for immigrant children, and foster an environment for growth, support, and inclusion.She will improve the K-12 system by expanding English Language Learner interventions and multilingual educational programs to prevent language barriers in learning and better include our immigrant children.In our higher education system, we must make it easier for undocumented students to afford college programs. Buffy will ensure campuses are a safe and accepting place for everyone to learn, while providing them the social services necessary to succeed.

Buffy stands firm in protecting our neighbors from being attacked and unjustly deported. Immigrants are invaluable, a vibrant and essential part of our community, and Buffy&nbsp;fights for their right to remain our neighbors, regardless of their legal status.

In the Spring of 2017, Buffy joined tens of thousands of women across the country who decided to run for office for the first time. With her newborn daughter by her side, Buffy entered the arena.It is critically important that elected officials support policies that establish essential rights and protections for women.Here’s are some things California can do right now to promote equity and equality:Enact a Better Paid Leave PolicyCalifornia should lead the way on requiring 12-weeks 100% paid leave for the birth of a child or the need to care for a family member. This would give women and their partners the time they need to bond with their children, adjust to a new reality, and return to work, should they choose.Support early childhood education and more affordable child care optionsThe average cost of child care in the Bay Area is $2,000 per month for one child. Buffy believes every Californian deserves access to excellent child care, and 3 and 4 year olds deserve universal, quality pre-K. The more early education our children get, the better our society will be.Protect women speaking out on sexual harassment and assaultBuffy remains dedicated to rooting out inappropriate behavior and protecting sexual assault survivors speaking out about injustice. She has advocated for concrete policy solutions to address this devastating issue, like extending the 1-year statute of limitations on reporting workplace harassment, ending forced arbitration on harassment claims, and creating better and more accessible counseling, supportive services, and resources for survivors.Empower women in lower-wage jobsTwo-thirds of minimum wage workers are women and disproportionately women of color. Service and retail industries keep women underpaid and consistently change work schedules, making it very difficult for workers to plan for childcare or educational opportunity. Buffy will fight for a&nbsp;<a href="https://www.shrm.org/resourcesandtools/legal-and-compliance/state-and-local-updates/pages/emeryville-fair-workweek-law-will-soon-take-effect.aspx" style="color: var(--color-text); text-decoration-color: var(--color-text);">Fair Work Week Law&nbsp;</a>and expand the Earned Income Tax Credit to put in the pockets of those struggling the most.Promote Women’s Health AccessBuffy is a tireless warrior in the fight to protect every woman's right to choose. Even in the progressive East Bay, Planned Parenthood was forced to&nbsp;<a href="https://www.eastbaytimes.com/2017/05/31/planned-parenthood-to-close-three-bay-area-facilities/">close clinics</a>&nbsp;that served as a vital resource for women in our community. We need to ensure women are getting the resources they need to live healthy lives. Health care is a human right.

Buffy is a vigilant champion of reproductive rights, women's healthcare, access to childcare, and protecting women in the workplace. She fights to ensure that mothers, children, and women across the East Bay are empowered and protected.

No one should have to work more than one full-time job to stay afloat. New parents should not have to risk financial crisis to care for their children.As a working mother of two, Buffy has fought for working families since day one.On August 31, 2020, just four weeks after giving birth, Buffy was denied the right to vote by proxy. Crucial bills on affordable housing and paid family leave were up for a vote and not guaranteed to pass — so at 11:30pm, while breastfeeding her newborn daughter, Buffy raced to the Assembly floor. This moment placed a national spotlight on issues facing mothers and working families everywhere.That night, Buffy voted yes on SB 1383, which expanded paid leave in California and guaranteed small business employees 12 weeks of paid leave. Buffy went on to author AB 1041 in 2022, expanding paid leave to include chosen family, allowing workers to support their families when it matters most.That same year, Buffy authored AB 1119 to protect California workers from discrimination due to family responsibilities, ensuring that working Californians are legally protected in caring for their families. Buffy passed legislation her first year on the job expanding access to CalFresh in AB 1377, which fought hunger in the East Bay by including 500,000 more California children in the program's enrollment.

The cost of living in California is crushing our families. Since day one, Buffy has pushed to expand paid leave, increase access to CalFresh, and ensure no one has to work more than one full-time job to stay afloat.

Sacramento Conference Tackles California's Stubborn Housing Crisis

Living up to our progressive values means ensuring everyone who calls California home has a safe place to live.Just days after Buffy was sworn in as Assemblymember, she toured homeless encampments, shelters, and service providers to hear directly from people impacted by the crisis. She carries these stories in her work every day.&nbsp;The cost of living in California is too high. Fixing it means tackling it from all angles.During Buffy's first year in the Assembly, she authored AB 1485, creating affordable housing for middle-class Californians, ensuring they are no longer left out of the housing discussion. This bill now allows more Californians - including our teachers, firefighters, and nurses - to live in the communities they serve.&nbsp;Buffy also co-authored AB 1482, the Tenant Protection Act of 2019, the nation’s most progressive tenant protection bill. For far too long, California tenants lacked essential protections that forced people out of their homes into homelessness. Passing this historic legislation ensured housing security for millions of Californians across the state.&nbsp;When COVID-19 hit in March of 2020, Buffy immediately recognized the danger of the pandemic and its effects on working families. To combat those risks, she passed AB 2463, protecting thousands of homeowners from foreclosure by ensuring that lenders could not force someone out of their home because of unrelated debt.&nbsp;As Assembly woman and mother, Buffy fought to increase the supply of affordable housing by allowing multi-family homes to be built in densely populated metropolitan areas via AB 725.In a landmark partnership with the faith community, Buffy passed AB 1851 to allow new affordable housing to be built on the&nbsp; parking lots of faith-based institutions. Empowering our religious partners to be part of the solution to the housing crisis is exactly the kind of creative solution Buffy prioritizes.There remains no silver bullet for California’s housing crisis — solving it means thinking outside the box, being bold, and being relentless. That has been Buffy's commitment since day one, and it’s she shows up each day to fight for her community.

California's housing crisis is the defining issue of our time - solving it means looking at every angle. Buffy has protected our current stock of affordable housing, increased new builds, and kept current homeowners and renters secure in their homes.&nbsp;
